[ossec-list] Restarting servers is soooo windows-like

Since the majority of ossec's target platforms are posix based, acting
posix based is probably a good idea. There have been several
references to restarting ossec after changing the config file on the
lists, wiki, or documentation.

Before 1.3 is released, can you give the various ossec-* daemons the
ability to reload their configurations when sent a SIGHUP.

kill -1 pid or kill -HUP pid will both send the proper signals

In addition to that, can you add a reload option to the ossec init
script? If you want, I can cook up a patch that does it cleanly. (I
can test on solaris and linux).
